Social Service Referral List
The following is a list of Elkhart County social service agencies. Please contact the individual organization for more information regarding its programs, application process and assistance available.

• 2-1-1 United Way Hotline
  2-1-1 is a social service referral hotline offered through the United Way. It provides free and confidential information and referral. Call 2-1-1 from any touch tone phone for help with food, housing, employment, health care, counseling, income tax returns and more.
  
  
• Assurance Wireless Lifeline Program
  Apply at online or call 1.888.898.4888
  Assurance Wireless is an eligible telecommunications carrier for the Lifeline phone program that provides free wireless phones and service to income-eligible consumers in certain US states eligible consumers will receive a FREE Virgin Mobile phone and 250 FREE monthly minutes.

  Advocates for people with intellectual and developmental disabilities and their families. Also provides services to those with disabilities, including community living services, and more.

  BrightPoint, Previously CANI, is an agency that provides family development programs and childcare vouchers to low-income families in Elkhart County. The Child Care Voucher Program is designed to help families afford quality child care for parents that are working, going to school and/or receiving job training.
  
  
• Church Community Services

  CCS is a faith-based interdenominational non-profit agency that assists people in crisis and empowers them to move out of poverty. Services include a client choice food pantry, emergency financial assistance, plus our Soup of Success Job and Life Skills Training Program. Pantry Hours:

  Child And Parent Services is a nonprofit organization dedicated to the cause of ensuring that every child in Elkhart County has the benefit of safe, stable, nurturing relationships in their childhood. Through education, advocacy, and intervention, CAPS works with others in the community to build strong families, safe environments, and a life free from abuse and neglect for every child.

  The Cleveland Township Trustee office provides general financial assistance for residents in need of assistance with rent, utilities, medicine, etc.

• Council on Aging

  The Council on Aging of Elkhart County serves older adults in Elkhart County by providing them with the necessary services to maintain them in their homes, support their independence, and preserve their dignity and respect.

• Center for Legal Justice

  The center for legal justice is a non-profit organization that provides compassionate legal services, on an income-contingent fee scale, with a focus on the low and middle-income community in Northwest Indiana to ensure equal access to justice for its clients.
  
  
• Elkhart County Division of Family Resources

  Elkhart County Division of Family Resources is the local office which administers cash assistance (TANF), child care assistance (CANI), food stamps, and employment and training services for low-income clients as well as Medicaid.
  
  
• The Elkhart County Women's Shelter - Safe Haven

  The Elkhart County Women's Shelter is the only domestic violence shelter in Elkhart County. The Elkhart County Women's Shelter provides a safe and secure environment for women and children of domestic violence. The shelter also provides assistance with obtaining housing, protective orders, job search, counseling, and child care. In order to be eligible to stay at the shelter a client must be: a victim of domestic violence or homeless, at least 18 years of age or emancipated, a non-sex offender and mentally and physically able.   As one of the leading housing authorities in Indiana, the Housing Authority of the City of Elkhart (EHA) provides safe, desirable, and affordable housing to eligible members of the Elkhart Community while maintaining an atmosphere that encourages self sufficiency. The Elkhart Housing Authority provides subsidized housing assistance through its Low Income Public Housing and Housing Choice Voucher programs.

• Emerge Ministries Care Center

  Emerge Ministries offers case management, and when possible financial assistance to clients on the verge of becoming homeless. Emerge also manages a transitional housing program for women and women with children.

• Goshen Interfaith Hospitality Network

  Goshen Interfaith Hospitality Network (GIHN) is one of approximately 100 Interfaith Hospitality Networks nationwide. GIHN's primary program is to provide shelter to homeless families. From 7:00 AM to 5:00 PM, GIHN provides access to its day center, located at 105 S. Third Street, Goshen, and then offers transportation to one of 18 local host/partner churches for a ministry of nurturance.

  Healthy Beginnings offers programs aimed at prevention, education, and early intervention to enhance the health and lives of infants, children, and pregnant and breastfeeding women. The programs are Breastfeeding Education & Support, Dental Services for children, Healthy Babies prenatal care coordination, Pregnancy Testing, and WIC.

  Heart City Health Center is a non-profit, Federally Qualified Health Center (FQHC) providing affordable, high-quality health and dental care to Elkhart County residents. We offer a sliding fee scale based on income and family size for the Uninsured and also accept Medicaid, Medicare and some private insurances.

  Just Help's mission is to help Elkhart County residents' access quality, timely, and affordable legal services. Center staff will receive clients and direct them to the most appropriate community agency, such as Elkhart Legal Aid, the Volunteer Lawyer Network or La Casa of Goshen. Clients whose needs cannot be met by other community organizations may be served by Just Help's attorneys, according to a sliding fee scale.

  LaCasa works in partnership with individuals and community partners to create opportunities for personal growth, family stability, and neighborhood improvement. Among its many services, La Casa offers financial literacy and homeownership education classes, Individual Development Accounts, and its Immigration and Language Services answers questions and completes paperwork for immigrants from any country who qualify for an immigration benefit under the U.S. law.
